Floyd County Criminal History Checks
No single search returns a full Floyd County criminal history. The right first stop depends on the question. A Kentucky docket date can lead to a case, but the Floyd Circuit Court Clerk holds the signed order. The sheriff, a city police department, or Kentucky State Police keeps its own incident report. Kentucky VINE tracks custody notices, while KOOL covers people in state custody or under state supervision. The Kentucky Sex Offender Registry is a separate public-safety record.
Gather a full name, date of birth when lawfully available, spelling variants, approximate event date, and any case or report number. A common name alone is weak proof of identity. Compare the county, charge date, case number, and other public identifiers, then confirm the record at the office that owns it.
- Choose the record type: court case, arrest report, custody status, supervision entry, registry profile, or your own repository record.
- Use the Floyd docket as a lead for a known court date, selecting Floyd and either Circuit or District.
- Call the clerk for the complaint, indictment, order, judgment, or certified disposition tied to that case.
- For an arrest, ask the arresting agency for its report and use the jail, VINE, or KOOL only for the custody layer each one covers.
- Order the AOC statewide report when Kentucky court history is needed, or follow KSP and FBI fingerprint routes to review your own identity history.
That sequence links the allegation to the filed charge and final result. The fuller Floyd County court case lookup explains how to obtain the underlying local file.
Floyd County Court Record Source
The Floyd County Justice Center is the official counter for local criminal case files. The Office of Circuit Court Clerk at 127 S. Lake Drive in Prestonsburg manages Circuit and District records. Circuit matters use 606-889-1658; District matters use 606-889-1672. The counter is open Monday through Friday from 8 a.m. to 4 p.m. Circuit Court hears felony trials. District Court handles misdemeanors, traffic, ordinances, and the first stages of a felony case.
The Kentucky Court of Justice Floyd County profile shows the local justice center and clerk contact block.
The official source makes the division split clear, which helps a reader call the right desk before making a trip. If an old file has moved, ask the clerk for both the case number and file-locator number. The State Records Center cannot run a name or Social Security number case search.

Official Background Checks in Kentucky
Kentucky does not offer a general public KSP name-search rap-sheet portal. The practical statewide product is the Administrative Office of the Courts Criminal Record Report. It draws from Kentucky District and Circuit court data. The report reaches traffic and misdemeanor cases for at least five years and felonies back to 1978, but excludes confidential juvenile, mental-health, domestic-violence, expunged, and purged matters. It also excludes federal records and is marked “Not an Official Court Record.”
The AOC background-check page sets out the request channels and limits.
The statewide summary helps identify Floyd County cases, but a certified local order still comes from the clerk. For self-review, KRS 17.185 permits a person to seek a KSP name-based or fingerprint-supported check on oneself. No permanent fingerprint enrollment site in Floyd County was verified, so confirm the current KSP channel before travel. An FBI Identity History Summary is also subject-only and requires fingerprints.
Floyd County FastCheck Record Limits
AOC FastCheck registered users retrieve results online for 30 days. A One-Time request arrives by mail and cannot be tracked online. AOC does not expedite requests. The direct AOC-RU-004 form asks for names and aliases, birth date, identifying details, requester contact data, mailing information, and payment. When another person’s search finds a record, AOC notifies the subject and sends that person a copy.
The Kentucky legal forms library supplies the current records-check form rather than an archived copy.
Form revisions matter because the live labels and payment directions control. Mail requests go to the AOC Records Unit in Frankfort with payment to Kentucky State Treasurer. The records unit can be reached at records@kycourts.net, 502-573-1682, or 800-928-6381.
| Record channel | Verified cost | Key limit |
|---|---|---|
| AOC Records Check | $25 | Kentucky court data, not a signed judgment |
| Card processing | 2.25% or $2.50 minimum | Applies to card payment |
| Sheriff accident report | $6 | Limited to eligible parties and named insurers |
| Expungement certification | $40 | Packet has a filing deadline |
Kinds of Criminal Records
A Floyd County criminal record is not one document. It can describe an officer’s action, a jail intake, a charge filed in court, a signed judgment, or a later term of state supervision. Each custodian answers a different question, and records can disagree for a time because they are made at different stages.
- Incident and arrest reports: the sheriff, city police, or KSP records the event, alleged offense, location, and officer action.
- Booking records: the detention center records intake, identifiers, booking charges, bond or hold, and release status.
- Court files: the Floyd clerk keeps complaints, indictments, motions, orders, dockets, judgments, and available recordings.
- Repository and court-history entries: KSP receives identity-linked data, while AOC compiles selected court fields.
- Custody, supervision, and registry records: KOOL, VINE, District 11, and the KSP registry serve distinct functions.
A warrant follows another path. The sheriff executes local warrants, but a pending complaint, warrant, or summons may not appear as an ordinary public court record. The absence of a docket hit is not proof that no warrant exists.
Floyd County Sheriff Record Routes
Sheriff John P. Hunt’s Civil and Criminal Division does not publish a general records portal or generic request form. Closed offense or incident reports require a written Kentucky Open Records Act request mailed to P.O. Box 152, Prestonsburg, KY 41653. Describe the record type, person, approximate date, location, report number if known, and desired format. Active investigations, juvenile information, victim details, and protected data may be withheld or redacted.
The official Floyd County Sheriff website confirms office locations, report rules, and the warrant contact.
The office limits a $6 accident-report copy to an involved party, victim, or insurer named on the report. Counter and mail requests require an involved person’s driver-license copy; mail also requires a written request and self-addressed stamped envelope. For a possible warrant on oneself, call 606-886-6711 or appear at 149 S. Central Avenue. There is no official searchable Floyd active-warrant list and no verified sheriff app.
Floyd County Criminal Records: What They Contain
Read fields in the context of their source. A rap sheet is organized around a person and fingerprint identity. A court file is organized by case number. A booking record is tied to one intake. Floyd felony case numbers often follow YY-CR-NNNNN, while KOOL may show an indictment number, KRS code, felony class, conviction county, dates, and sentence.
| Name & Identifiers | Legal name, aliases, birth date, state or FBI numbers when assigned, and fingerprint references. |
|---|---|
| Arrest / Booking Data | Agency, event and intake dates, booking number, arrest charges, bond, hold, and release. |
| Charges & Statutes | Original or amended charge, count, KRS code, felony class, and indictment reference. |
| Disposition | Conviction, dismissal, diversion, acquittal, or another clerk-entered result. |
| Sentence | Term, probation, restitution, and other public court-ordered consequences. |
| Custody / Supervision Status | Facility or supervision type, location, dates, and parole data when reported. |
Public copies can shield full birth dates, Social Security numbers, account data, victim information, and minors’ identities. Missing disposition data can leave an arrest looking unresolved even after court action, so compare a repository entry with the Floyd clerk’s judgment.
Floyd County Custody Record Chain
Floyd County has no verified stable public jail roster. The useful fallback is an official custody chain. Call the sheriff or jail for current local custody, search Kentucky VINE for custody status and notices, then use KOOL when state sentencing or DOC supervision becomes relevant. Jailer Steve Little’s official county contact number is 606-886-8021. KOOL may show someone housed at Floyd County Detention Center, but it does not list every local detainee.
Use KOOL’s Conviction County field to find a Floyd County conviction. County of Supervision answers a different question: which office now supervises the person. Search aliases and use as little name information as needed if exact input fails. KOOL warns that data newer than 120 days may not be final, and broad offense categories may not match the precise charge in the court file.
Note: A booking entry documents custody and allegations, while the clerk’s later disposition records what the court did with each filed charge.
Kentucky Public Access Laws
The Kentucky Open Records Act supplies a request process for nonexempt agency records, but it does not turn every record public. Court files follow judiciary rules and the clerk’s process. Active investigations, sealed matters, private identifiers, and protected juvenile or victim information can remain closed. Start with the custodian: the clerk for court documents, the sheriff or police for its report, AOC for a statewide court summary, and DOC for KOOL information.
Key Statutes:
KRS 61.870-.884 establishes access and response rules for nonexempt agency records.
KRS 17.185 permits a person to request a KSP name-based or fingerprint-supported check on oneself.
KRS 431.079 requires certification for conviction-expungement petitions and defines removal.
KRS 431.073 controls eligible felony vacation and expungement.
KRS 17.520 sets 20-year and lifetime sex-offender registration periods.
A denial of an agency request should state its legal basis. Kentucky’s Attorney General offers an open-records review path, but that process is distinct from ordering a Floyd court document from the Circuit Court Clerk.
Floyd County Supervision Records
Kentucky probation and parole are state-run. Department of Corrections District 11 serves Floyd County from 1929 KY 321 in Prestonsburg. The office phone is 606-889-1694. KOOL can provide public supervision type, dates, location, conviction information, risk-assessment rating, and some parole data, but detailed conditions and officer information may be restricted. When the entry is unclear, District 11 is the direct source for the public status it can confirm.
The official District 11 page identifies the Floyd-serving office and current contacts.
The state page helps separate supervision records from arrest reports and court orders. A court file shows the sentence that imposed probation. KOOL reflects DOC status, and VINE may add release, transfer, escape, or parole-hearing notices.
- Disposition
- The final recorded result of a filed charge.
- Diversion
- A supervised alternative that can avoid conviction when completed.
- Probation
- Community supervision ordered by a court.
- Parole
- Conditional release from prison under state supervision.
Restricted, Sealed & Expunged Records
AOC criminal reports omit confidential juvenile, mental-health, domestic-violence, expunged, and purged matters. Sealing limits public access. Kentucky expungement goes further by directing removal or deletion so the matter does not appear on official state-performed checks and agencies generally respond that no record exists, subject to narrow nonpublic retention allowed by law.
The Kentucky Court of Justice expungement page lays out certification and filing steps.
The first paid step is a $40 KSP and AOC eligibility certification. The packet expires for filing after 30 days. If the charge arose in Floyd County, file the proper application and certification with the Floyd Circuit Court Clerk. Dismissals with prejudice and acquittals entered on or after July 15, 2020 are generally auto-expunged after 30 days, except traffic cases.
Most eligible felony petitions must wait five years after sentence completion or successful probation or parole completion, whichever is later. The prosecutor has 60 days to object. The felony court fee totals $300, with $50 due at filing and $250 if granted, plus the separate certification fee. Eligibility turns on current law; not every Class D felony qualifies.
Floyd County Treatment Court Records
Floyd County’s justice record can end in more than conviction or dismissal. Kentucky’s FY2023 report counted 1,113 felony-level charge dispositions in Floyd: 581 convictions, 391 dismissals, 131 diversions, nine other outcomes, and one failure-to-appear or violation entry. Those figures count charge dispositions, not people, and they are not a current crime rate.
Local programs include District and Circuit Drug Treatment Court, Veterans Drug Treatment Court, Mental Health Court, and TAY-LRD for ages 16 through 25. Kentucky certified Floyd County as Recovery Ready in December 2024. Participation and treatment information may be confidential even when a resulting court order appears in the public case file. A docket label alone cannot explain a program’s full work.
Note: The official Floyd County disposition table shows why an arrest or filed charge should never be treated as proof of conviction.
City-by-City Criminal Records in Floyd County
Prestonsburg, Wheelwright, and Wayland are Floyd County’s three largest incorporated cities by the 2020 Census. City agencies can create police reports, but Kentucky’s unified court system means none has a separate municipal court. City ordinance, misdemeanor, traffic, and violation cases go to Floyd District Court. A felony proceeds through District Court’s early stages and then to Circuit Court if indicted.
Prestonsburg Record Check
3,681 · Police reports begin with the city department; court records go to the Floyd clerk.
Wheelwright Record Check
509 · Start with the city clerk when no police records portal is available.
Wayland Record Check
389 · Ask whether Wayland, the sheriff, or KSP created the report.
The city clerk is a routing point, not a substitute for the creating agency. For an arrest, match the police report to county custody and then to the Floyd court file if charges were filed.
Floyd County Record Geography
Floyd County spans 393.29 square miles in eastern Kentucky’s Cumberland Plateau. Mountain roads and spread-out communities help explain why justice offices cluster in Prestonsburg while the sheriff also maintains a McDowell satellite. KSP checkpoint descriptions name sites along KY 404, KY 122, KY 7, KY 1086, and KY 306. Depending on who responds, a road incident may produce a KSP Post 9 report, a sheriff record, or a city police report.
The Commonwealth’s official Floyd County profile identifies the county geography and incorporated towns.
The official profile grounds the jurisdiction before a request is sent. If an event took place near a city limit, park, or state road, ask dispatch which agency made the report. The Floyd court file may bring records from several agencies together, but it does not transfer ownership of each agency’s original file.
Floyd County Criminal Record Offices
Prestonsburg’s record corridor keeps several offices close, but their files are not interchangeable. The Floyd Justice Center holds signed court orders. The sheriff’s Civil and Criminal Division keeps sheriff-created reports and handles warrant inquiries. The Commonwealth’s Attorney at 140 S. Lake Drive keeps prosecution work files, while the Department of Public Advocacy office at 123 E. Court Street serves defense clients. Neither prosecution nor defense files replace the clerk’s official case record.
The Kentucky Department for Local Government county profile lists Floyd County’s current public offices.
The directory is best used to verify the public contact before sending a request. Agency ownership still turns on who created the record. Start with the event location and responding agency, use the clerk for the filed court result, and keep each document tied to its named source.
